Problem

The computer runs slowly and even gets stuck. The Task Manager shows high CPU and memory usage (90% or more) by the Modern Setup Host.

Cause

The computer is refreshing the system on its own in the background.

Solution

1. Set active hours, which let Windows know when you're using your computer, and the operating system will not schedule automatic updates during these hours. Perform the following steps:
   1. Use the keyboard shortcut Win+I to launch Windows Settings.

      

   2. Select Change active hours.

   3. Next to your current active hours, select Change. Then set the start time and end time (a longer duration is recommended), and click Save.

   4. Save system data and restart your computer.
2. Back up important data and update the operating system to the latest version by following the steps as stated in Updating to a higher version of Windows.
