Why aren't the effects of Cinematic portrait mode obvious?

Problem:
Enable cinematic portrait or Disable cinematic portrait has little to do with the effect in the photos taken.
Answer:
The only difference between Cinematic portrait mode and Portrait mode lies in the size of the effective screen area. Other than that, there are no significant differences in picture effects.
