Problem:
Only the English pack is available when Microsoft Translator is used for the first time.
Cause:
The offline English language pack is pre-installed on your phone by default. You will need to manually download packs for other languages as needed.
Solution:
Open Translator, touch 
in the upper right corner of the home screen, then touch Offline Languages, and you can download and install the required language pack.
