You cannot set speed limits to the devices connected to your Mobile WiFi. If there are multiple devices connected to your Mobile WiFi simultaneously, the Internet speed of each device will be affected.
Since all devices share the same bandwidth on your Mobile WiFi, the more devices connected, the less bandwidth is allocated to each device.
