Notifications
Go to Settings > Notifications (for Android 11.0, go to the notifications and control center first) > HUAWEI FamCare, and turn on all the switches.
Permissions
Go to Settings > Apps > Permissions > Autostart on your phone and turn on the switches for HUAWEI FamCare and HMS Core.
