Settings in the New Outbound Rule Wizard
  1. Enter Control Panel in the search box on the taskbar and open it.

  1. Set View by: to Small icons and click Windows Defender Firewall.

  1. Click Advanced settings.

  1. Click Outbound Rules and then New Rule....

  1. Select Program and then click Next >.

  1. Click Browse... and select the path where you want to apply the outbound rule. Then, click Next >.

  1. Select Block the connection and then Next >.

  1. Click Next >.

  1. Enter your desired name and click Finish.

You can view the newly created rule in the Windows Defender Firewall with Advanced Security window.

To disable the rule that you have just set, click the rule, and then Disable Rule. To delete the rule, click the rule, and then Delete.
