Setting the arrangement mode of desktop icons

Right-click a blank area on the desktop and choose View from the shortcut menu to set the arrangement mode:

If you select Auto arrange icons only, desktop icons and files will be automatically arranged from left to right and from top to bottom.
If you select Align icons to grid only, desktop icons and files will be aligned horizontally and vertically with the grid. You can use the left mouse button to select an icon or file and drag it to any position on the desktop, which will be automatically aligned based on the grid.
If you do not select Auto arrange icons and Align icons to grid, desktop icons and files will not be aligned, and you can adjust icons to any position on the desktop.

Right-click any blank area on the desktop, select Sort by, and choose Name, Size, Item type, or Date modified to sort desktop icons and files.

You can also right-click any blank area in a folder and sort the files in it in the same way.
To manually change the size of a desktop icon, press and hold the CTRL key on the keyboard and scroll the mouse wheel.
